William Clark
Managing Director

William Clark is the Contracts Director at CSF Ltd. and has over 26 years of experience delivering highways, infrastructure and civil engineering projects across the UK. Throughout his career, William has held key roles within local authorities and leading infrastructure organisations including Amey and Balfour Beatty, developing extensive expertise in the planning, management and delivery of complex highways projects. His experience spans vehicle restraint systems, bridge parapets, road safety infrastructure and major highway improvement schemes. William holds an HND in Civil Engineering, a Level 5 Qualification in Construction Management and a Black CSCS Card, reflecting both his technical knowledge and leadership capabilities within the construction industry. Since joining CSF Ltd. 12 years ago, William has been instrumental in the company's growth and development, helping establish its reputation as a trusted specialist contractor within the highways sector. He has successfully delivered projects ranging from routine maintenance and emergency response works to major infrastructure programmes, including involvement in the Aberdeen Western Peripheral Route (AWPR), one of Scotland's most significant transport infrastructure projects. As Contracts Director, William oversees project delivery, operational performance and client relationships, ensuring every project is delivered safely, efficiently and to the highest standards of quality and compliance. His hands-on approach, technical expertise and commitment to collaborative working provide clients with direct access to experienced leadership and practical solutions from project inception through to completion. William remains passionate about improving road safety and supporting the delivery of critical infrastructure that protects road users and keeps the UK's transport network moving.

Contracts Manager

Mark Woodhouse is a highly experienced Contracts Manager at CSF Ltd., bringing over 20 years of expertise in highways infrastructure, vehicle restraint systems and maintenance projects across the UK's strategic and local road networks. Throughout his career, Mark has held key operational and management roles with leading organisations including CarillionWSP, Aone+, R&W and Premier, developing extensive knowledge in the planning, delivery and management of complex highways projects. His practical experience spans major infrastructure upgrades, network maintenance programmes and specialist vehicle restraint system installations, providing him with a comprehensive understanding of both client and contractor requirements. Mark holds a range of industry-recognised qualifications, including SMSTS, SSSTS, IOSH and an NVQ Level 4 qualification, reflecting his commitment to maintaining the highest standards of safety, leadership and project delivery. His project portfolio includes significant schemes such as the M62 Ouse Bridge works, the A1058 Vehicle Restraint System Upgrade, the M27 VRS Upgrade Programme, SGN infrastructure upgrades, and serving as Barrier Manager for National Highways Area 12. These projects have strengthened his reputation for delivering safe, efficient and high-quality outcomes within challenging operational environments. At CSF Ltd., Mark is responsible for overseeing project delivery, programme management and client liaison, ensuring works are delivered safely, on time and to the highest standards of quality and compliance. His specialist expertise in vehicle restraint systems and highways maintenance, combined with his proactive approach to problem-solving, enables him to successfully manage projects from initial planning through to completion. Mark is committed to delivering infrastructure solutions that improve road safety, enhance network resilience and provide long-term value for clients across the highways sector.
